A Vision for the Future

The 3.7km stretch of Nepean Highway from Mile Bridge (Overton Road) to Olivers Hill Lookout has long been a vital thoroughfare—but it can be so much more. With a bold reimagining, we can transform it from a high-traffic roadway into a welcoming, modern boulevard that supports housing, hospitality, and retail while enhancing safety and connectivity for everyone.

Frankston City Council has already invested $2.05 million to kickstart this vision, with another $5.2 million committed in the coming years. But to truly make this project a reality, we need greater support from the Victorian and Federal Governments. That’s where you come in.

What This Project Will Deliver

With the right funding, we can:

  1. Create a stunning gateway at Kananook Creek Park that celebrates Frankston’s unique coastal environment and improves cycling and walking connections.
  2. Improve road safety with a signalised crossing and better footpath links at Overton Road and Nepean Highway.
  3. Revitalise the historic Comfort Station near Playne Street, turning it into an inviting spot to pause and enjoy.
  4. Bring Nepean Highway to life with lush green landscaping, outdoor dining areas, and vibrant social spaces.
  5. Connect the Bay Trail to the Frankston Waterfront for a seamless, enjoyable experience for pedestrians and cyclists.
  6. Build a new shared user path along Nepean Highway from Pier Promenade to Olivers Hill, enhancing safety and recreation for all.

Why Now?

Frankston is ready. Businesses and developers see the potential. The city centre’s strategic planning framework is nearly in place. We have a golden opportunity to secure funding and make this transformation a reality—but we need the support of our community to push for it.

Funding Requirements

We’re calling on the Victorian and Federal Governments to commit at least $10 million towards this project to help deliver key upgrades, including:

  1. Kananook Creek Park and Gateway Site ($4.2 million)
  2. Overton Road Signalised Crossing ($3.1 million)
  3. Comfort Station Activation ($2.8 million)
  4. Central Median Greening and Landscaping ($2.3 million)
  5. Waterfront Shared User Path ($2.4 million)
  6. Southern Path Connection and Median Planting ($5.2 million)
